Open Problem: Tag Federation

Currently, tagged posts are not guaranteed to federate properly across all instances. Normally, on instances with federated feeds, all public posts get federated through those feeds.

This means that when a user opens a tag feed on the website league, it only contains the posts that have federated through following feeds to your instance. This increases insularity, because you only see what people on your instance already see.

In order to have effective discovery, we need a way to guarantee that all public posts federate to all instances. There are a few suggestions in the discovery thread on discord already. This thread is for discussion of possible solutions and the results of testing.
